You want security you have to seal off all portals, end of story. The govt agency I worked for did that, we could not reach the internet. We could not send e-mails to private e-mail accounts ONLY INTRA E-MAIL ACCOUNTS We had to use
a separate computer with Internet access.

so yeah why some govt systems allow emails to be sent to private accounts from a secured system? geez, That should have been asked the day hacking started IN THE 90'S.
