"Derby Bill" is the local handicapper for Colonial Downs. Like most public handicappers, he picks alot of chalk.

He is a nice guy that I have seen and spoken with in the club house a few times. I would rate him below avg. of the many posters on this board in terms of handicapping and betting from what I have seen.
