This was an exploitation of a loophole in the election law. The party wanted voters to do this so the local leaders would then have the right to select their own candidate. It is highly likely given past results in that district that their hand picked candidate will win the seat in the general election.

Seems to me, it was a party primary, the guy left stand should get the nomination. No one else bothered to run...oh, wait.
