In Washington state a first in the nation carbon tax is on the ballot. Environmentalists are against it because it does not grow the size of the government. The billions it would raise would be offset by tax cuts, making it revenue neutral. British Columbia did this eight years ago and emissions were reduced by 16 percent without a hit to the economy.
