I love the part where it says this guy Esformes was very devoted to his family and "religion". Although on the other hand it could be said his idol was money -- so in that sense I'd say he truly demonstrated what his treasure in this life was.

I very strongly suspect, that guys like this are just the very tiny tip of the fraud iceberg.

Hire outside consultants to fix the problem. Outside paid consultants who can lose the contract if they do not perform, will always out perform government workers who keep their jobs no matter what.
