Tons of books on Saratoga that go rather in depth on him, do a google search if you are interested in more I have yet to read a bad one.

The article is a tiny bit misleading. Flat racing had regained a footing in the region the year before (1862), due to the efforts of others and Kentucky horsemen relocating there in order to keep their profession on life support. They also raced in the spring and summer of 1863 before the Saratoga meeting. It involved tracks in Boston, Philly, NJ, and on Long Island.

Morissey piggybacked on their considerable risks.
