I would argue that this goes all the way back to Jimmy Carter and the Carter Doctrine. He stationed U.S. military in the middle east to make sure that oil continued to flow unimpeded. He understood how vital oil is to modern society. An interruption in the flow of oil would have dire consequences to the world.

Middle Eastern radicals blew up military barracks as well as brought down the Twin Towers and have taken hostages, just to name a few of the many terrorist operations that have taken place since even before Clinton was in office.

The terrorists' methods, tactics, and strategies are evolving, but they have been happening for decades. Trying to instill fear by calling for armageddon is just one more strategy.
