This could apply to horse racing. However, to make it unlike traditional wagering, perhaps the games could be focused on the jockeys and trainers.
Take for instance the jockey at a particular track. Players could "purchase" trainers or jockeys or a combination of both. They could use the statistics available on a multitude of sites to make their selections.
A point value system could be developed based on wins, seconds, thirds.
I am not seeing how an "odds' system could work around regulatory issues as pari mutuel betting is traditionally limited to the horses.
Anyway, he is welcome to give it his best shot.
