My question is.......

What happens if you are wagering on an oversea's platform such as 5dimes.eu and play a Pick four. However, nobody betting in the states was alive in the last leg and therefore a consolation 3 of 4 is being paid. You however hit all four legs on the overseas account. Do they pay you the entire pool as if you were the lone ticket over here? How do they determine will pays if tickets are alive on their platform but not on any others?

as per 5 dimes rules:

Daily Double / Pick 3 / Pick 4 / Pick 6: The post time favorite will never be used to replace a scratched horse. A selection with a scratch and one or more losers does not qualify for any refund. Only selections including all winners & scratches are eligible for a payout. Track consolation payouts are automatically applied by the system. If no track consolation is paid for a ticket with all winners & scratches, a win track payout price parlay will be manually calculated for all correct selections. The win price paid on each horse is used in a parlay to calculate the payout. This manually calculated payout will not be eligible for any extra promotional payout amounts. Contact 5Dimes customer service to have manual payouts applied.

If you have all winners and no scratches, payout limits apply at all but major tracks. These payout limits are listed in the rules according to the track. At major tracks, they say that they have no limit on payouts but you are limited to 30,000 net profit per race. However 5dimes says if the track doesn't show a payout, they don't pay either. They kind of talk out of both sides of their mouth here. Long story short, if nobody at the track has it, you don't get paid.
