Fingerprinting Visitors to USA

Can someone tell me why we only do this when they come to this country and not when they leave? It just doesn't make sense. We should know in our database if they overstayed or if they actually left.

There are many things that could and should be done to protect our borders. Unfortunately, the desire to secure our country is not high on anyone's list-Dem or Repub.
