I got the same message but hit the RETRY button on the TS TV interface and it took the bet.

The system "reboot" on Sunday morning between the end of Hong Kong and the start of the day's racing took 2+ hours. Glad I didn't want to wager on the first couple of races from South Africa, 'cause the tote was down and no tracks to pick from.....
