I think the moonbeam should scrap the high speed rail for a new water resource initiative. Put Bill in charge.

Did anyone check with the folks in Seattle to see if they have any extra water for sale, and how much they want for it? One reason for the current water shortage in California is environmentalist concern for fish. Imagine the uproar in Washington about the harm to endangered species from taking that water.

Even just carrying water, imagine how many tree huggers in WA, OR, and CA would fight the permits for years and years.

It would take $30 billion just to do the environmental studies and to fight about them in court for 10 years.

The population has doubled in land that has had drought conditions for like forever. There will be no relief in stoner land when the weed gets more water than the southern part of the state.
