That sums it up in a nutshell. The United States has always been the driving force behind NATO, and US presidents have always used NATO as a tool to project American force and policy in Europe and against USSR/Russia.

Obama has no interest in either. NATO is too much of a military organization to for Obama to have any interest in it, and he thinks that he can negotiate with Russia, Iran, etc., to establish mutually beneficial agreements based on his own brilliance and eloquence.

Correct me if I am wrong, but during one of his open mic events with a Russian leader, our president stated he would be able to help Russia after his re-election. Well at least Obama is a somewhat man of his word.

Correct. He indicated that he would be "more flexible" in his ability to unilaterally negotiate with his dear friends in the Kremlin to reach a mutually beneficial agreement.

That official was then-president Dmitry Medvedev, who was a Putin puppet keeping the seat warm for 4 years until Putin could legal reclaim it. Putin likes to keep up appearances of complying with the Russia constitution.
