I do believe that the 8 percent rake is taken on the total wagered on that day leaving 92% of that money wagered to be the Net Pool.

Then accordingly 75% of the Net Pool (69% of the total wagered will be paid out to winning combinations provided that there are no single winning tickets).

Then 25% of the Net Pool (23% of the total wagered will be carried over to the next running of the High Five).

Ever since the early 1990's the track's changed the retention rate to the 'whole pool' instead of the "losing money wagers" as it was done in previous years. Yes, they changed it in favor of the business and against the bettor.
