It isn't the racing secretary, or even the racetracks in Chicago that are at fault. Even Arlington, one of the finest tracks in the world, is struggling. It's just a dwindling fan base and the state of Illinois has decided not to help with slot legislation. And, let's face it, Illinois in general is not a great place to operate a business,especially with a history of incompetent and corrupt politicians and a bloated bureaucracy.
