To begin with, they are no doubt experiencing culture shock, because Majority Leader Mitch McConnell is actually allowing introduction, debate, and votes on amendments to bills. Most Senate Dems apparently have forgotten those are part of their job description.
And faced with the strange process of voting on amendments, they have forgotten that they are all supposed to vote in lock step with the will of the administration. An amendment to the Keystone Pipeline bill, submitted by New York Democratic Sen. Kirsten Gillibrand, would have given the federal government authority to regulate fracking on state and private land. It was defeated 63 to 35, with 10 Democrats voting against the amendment.
