question about win and your in races

Now that Wise Dan is out with an injury does the 2nd place horse in his qualifying race get a chance to get in or do you think he should get the option
to run in BC Mile ? Just a question that came into my scrambled brain...

What it does is creates a spot for another horse to get in who by virtue of qualifying for the race based on the BC point system may have been below the bump spot.
