It is a leftist job creation program. People are put to work slashing tires, and other people are put to work preventing them. This used to be called extortion when the Mafia did it, but we live in more enlightened times now.

The down side of the program is that, due to ObamaCare, the tire slashers are only hired as part time, and do not get health insurance.
