Timing question

Watching the Monmouth replay show today (some tracks still have them!), and a loose horse is several lengths in front by the second call. No Trakus there, so what happens to the timing? The loose horse must have tripped it, but the real race was lengths behind. Is that adjusted for? Anyone know?

Usually, the timing isn't turned on until the leader approaches the sensor for situations just like this.
