When one trainer dominates things as Jacobson does, it can be a deterrent to bettors and other horsemen. Martin Panza, NYRA’s new director of racing operations, said he has no problems with Jacobson but mentioned that changes to the racing program could alter the landscape.

“As we make changes to the condition book and create some house rules, I think it’ll level out the playing field a little bit,” Panza said.

Can someone translate what Panza is intimating will soon commence? House rules?

Sounds like Jacobsen is doing something that other trainers are not liking too much and now they are changing a few things.

Too many horses who are "entered" and dont actually run. Maybe Panza can say you enter and you run and if you dont run, you get penalized in some way.

Some tracks don't let you enter for 14 days, and you are given a zero date, but if you don't have enough horses to fill the races who are hurting?

It won't hurt anyone if they know the rules. Those horses will only enter when they're going to run and they'll only run when the connections want them to run. It won't hurt field sizes at all, it will just not permit trainers to "shop" for a spot at the expense of the bettors.

Perhaps they go back to the "old days", and a horse is in "jail" for 30 days....aka you must run for at least 25% more than your claimed price during that time.

Could at least slow down one of his moves.

Its a huge advantage for him to enter 2 horses, which seems to be the norm, handicap the race and decide if he wants to go ahead and run. There's no need for that, harness racing doesnt permit this stuff, if you enter, you race, you dont pick and choose.

Martin Panza is one of the smartest guys in racing, period, and thankfully is a huge fan as well. He's not there just for the considerable paycheck, he really wants whatever place he is at to succeed at the highest level.
