Challenge a penalty call

If you can challenge a catch, a fumble, and a spot, why not a penalty call ?

Hopefully they'll change the rules so you can challenge penalties also.

But, what about challenging a play that a penalty was NOT called? Lets say a coach thinks his receiver is interfered with and no PI is called, can you challenge the 'non ruling' and say "i think that was PI and you didnt call it, have another look".

Same with offensive holding.
