www.wintersoldier.com has the complete Kerry Congressional transcript from 1971, including comments by him where he wrongly believed these to be legal: Indians on Alcatraz was a legal nation; South Vietnam was not?; national referendum in USA possible; Congress has power to negotiate peace treaty. / I hope if he becomes president he reads the constitution at least once and learns whay seperation of powers is, since he has vowed to do a lot by executive order, and what constitutes a federally recognized nation, Indian OR vietnamese!!
