site for Pick rules by state

Does anyone know of a site thats lists pick rules by state? I am trying to compile a list of what each state does with scratches; refund, post time favorite, consol etc. There seem to be wide variations by state and bet type.

Not aware of a single site. You might have to go to the web site of a track in each state and find their betting rules. Here are the rules for NYRA (http://www.nyra.com/aqueduct/handicapping/pick-five-rules/).
