Gen. Keith Alexander, NSA's director, says,"the NSA can't do its job without contractors because it doesn't have all the talent or access it needs to do the job."

I think this is BS. If you don't have the talent then you go out and acquire the talent. The military has a virtually unlimited budget, how can it not have the access it needs to do the job?

The NSA has spent billions on a data collection center in Utah. If they don't have "access" then what the hell are they building that kind of a data center for?

More likely, this is a symptom of the way the military industrial complex works -- hand out lucrative contracts to your cronies. Then when you leave the military you can go to work as a consultant for one of those companies as a reward for sending business their way.

But I'm not cynical or anything.
