Bonacic said the Senate GOP plan will call for the first three casinos to be restricted to, in order of when they would be licensed by the state, to Sullivan County in the Catskill Mountains, the Tioga area west of Binghamton, and the Saratoga/Washington County area north of Albany. All three are home to harness track-based gaming facilities that can VLTs but not table games.

You think if you are going build a full scale casino in New York state that the first place you would want to put it is in the NYC area. That is where they would get the most money. Well, it is a GOP plan, so we should not expect it to be a smart one. Maybe they figure NYC already has the world's biggest casino in the NYSE, so why build another one. Otherwise this plan makes no sense to me.
