I'm not all that familiar with Texas gambling politics ( I live in Oklahoma). One of the Texas Newscasts used the term "mini Las Vegas". Another Texas Politician said Texans were spending 3 billion dollars/year out of state on gambling (much of it in Oklahoma). Does this have a chance in hell of passing?
