I love the lottery for two reasons - it gets the lower-tier incomes who have no tax due after credits and deductions paying some taxes.....and usually makes the big winners Republicans afterwards when they realize how big of a scoop the government takes.

I'm not really sure what you mean. Are you suggesting that because he owes $29,000 in child support arrears that he should not be paid $338 million? Many states have lotto intercept programs that allow state lottery offices to match a person's ssn against data provided by the child support office at the time winner's appear to claim their prizes. If there is a match, the lottery will contact the child support agency who will then issue a garnishment. It is that simple.

It is not hard to imagine that his child(ren) will benefit greatly from his winnings if there is future support to be paid. There wasn't an indiction in the story at the link about how old his kids are. If they are still minors he will likely end up paying child support similar to what professional athletes pay....upwards of $10k a month.

What is somewhat disturbing to me is that his child support situation is being made public. True, he owes money in back support (not good), but this type of information is actually supposed to be confidential. Recall a few years ago when Joe the Plumber had his privacy breached by the State of Ohio. It may be that the court action (warrant, etc) was what made the info available so I won't make too many assumptions, but it does make me wonder.

What an exciting day it must have been for him. One moment he was the state comming after him for past due child support. The next moment he is wealthy beyond his wildest dreams and he didn't even have to break from his daily routine to do it.

Incidentally, several states have already, or are in the process of, implementing gambling intercept programs. The way this works is that if you hit a signer on track or in a casino, you get your ssn matched. If you owe child support you get it withheld. Of course with horse racing, most of the big hits happen through ADWs so the players are safe from withholding. The lucky slot winners, however, have a different fate.

Of the widely publicized $300+MM jackpot, if he elects to take the cash he gets $116MM. Not bad, but alot less.

Educated guess. I'd think there'd be a few out there who are not familiar with the tax system who hit it big and saw half of it get taken away in withholdings, etc. $1 million win could be that psychological number, and it comes back at 500k or whatever to a little "disappointment"

As to the OP's question,
Sure, I think the guy should get his winnings...AFTER his kids get what they are entitled to (meaning he gets caught up on payments).

Dead beat dads/moms should PAY their legal obligations BEFORE buying booze, lotto tix, ECT....

The idea of choice and personal responsibility escape many people. did you not know we are all incapable of taking care of ourselves and need to have a nanny watch over us?

Maybe they are "poor" because they are losers to begin with. Is "poor" a cause or a result?

And therefore proof that free markets and capitalism, are clearly superior to socialism, and how you a "maker" not an "anchor" lived the American dream, and all about the jobs your new found "richness" will create. :cool:

Psychological manipulation is a powerful, seducing force. The state knows what it's doing. The Lotto is the biggest sucker bet there is; yet there are no shortages of suckers out and about, are there?

He had a child support warrant for his arrest.

I guess he dodged that one for a while. those are usually not enforced very well. depends on the jurisdiction. In 12 yrs I only took two guys to jail on those warrants and those were because in Ohio the Judges don't care about them until they get to a certain amount. Then they are automatic "go to jail" If I remember right it was 100k owed.

I say the state seized his child support, cuts a deal with him for an amount equal to what he will owe until they are 18-22 depending on state law and he can then do what he wants with the rest.

No reason not to pay him. But let's make things right legally and morally for his kids and ex wife.
