Looked like he pulled him up for a reason. Maybe to avoid horse in front or horse was going to go into the horse on the inside coming up. I think it looked like he was trying to avoid something IMO.

Watching the race live, I thought the jock was trying to keep the horse from lugging in and bother the horse coming up the rail. I thought the two horses vying for the lead were clear of him. Apparently the stewards didn't.
