Jockey's Guild has come out with a list of tracks that it considers "deadbeats," that do not contribute a dime to its health and safety fund.
Surprise! Penn National Gaming leads the dishonor roll with other casino-run tracks also topping the list. Guild says casinos don't contribute because they don't care about racing.

With an exception or two most of the tracks on this list are smaller ones. There is also a list of tracks that do contribute.

One interesting result: Monmouth Park, which USED to contribute but stopped after horsemen took it over.
