Waiver claimers

I've noticed oaklawn has waiver claiming races. Are these the same or similar to optional claimers???

Horses which have not started for 120 days or longer may be entered in a claiming race, but are ineligible* to be claimed out of the race if they a) last started in a claiming race in which it could be claimed and b) the claiming price must be equal to or greater than the most recent start.

The premise is to allow people to give their horses time off and return in a spot that the horse belongs in without having to worry about accruing thousands in bills over the time period of inactivity and then lose the horse immediately upon returning to the races.

*assuming that the connections opt to run without the "claimable" option.
